⬇️(frontend) downgrade @typescript-eslint/eslint-plugin to 7.13.1

@typescript-eslint/eslint-plugin released the
version 8, but it is causing some issues
(@typescript-eslint/no-duplicate-enum-values).
We downgrade it to 7.13.1 in waiting for a fix.
