💚(ci) fix jobs after migration
The repository migration broke the CI. To fix it, we removed the
dependency on the secrets repository.

⚡️(tilt) stop kind-registry to restart when stopped
To save resources, it is nive to be able to stop
the kind-registry when it is not needed.
This commit allow us to stop it.
