Sometimes the connection was not established correctly,
because multiple connections were created at the
same time. This commit fixes this issue by ensuring
that only one connection is created at a time.

In collaborative mode, only the first document
connected was being shared. This was due to the
fact that the webrtc server was managing only
one connection at a time. This commit fixes this
bug by managing multiple connections.
Create signaling server for WebRTC.
It will be used for the collaborative editor, client
will connect to this server to see their
changes in real-time.
