1e2055d66c chore: add git-cliff configuration and regenerate CHANGELOG 
- Add cliff.toml with conventional commits configuration
- Configure changelog sections and formatting
- Regenerate CHANGELOG.md using git-cliff
- Set up automatic changelog generation for future releases
