Test (and slightly improve) dimail setup command,
which populate database on local dimail container

232ea97d87 ✨(dimail) populate dimail local database for dev use 
this commit adds a script and 'make' command to populate dimail database
with basic objects: an admin account, a regie account, a domain
and an owner for this domain.
