Anthony LC 12ef1a2450 🚩(backend) default enable FRONTEND_HOMEPAGE_FEATURE_ENABLED ...

We decided to enable the FRONTEND_HOMEPAGE_FEATURE_ENABLED
feature flag by default.
It will not be a breaking change like that.
